Q: URGENT!!!should she need to go back her country get a Z visa?

 But the problem is whether she was work in China before. And she came back to her country, used a F visa came back again to China. If she has the cancelation certificate of work permit, does she need to go back her country and get a 30 days Z visa again?

I can tell you.

 

Filipino's can not get a working Z visa anymore, they canceled this visa for Filipinos back in January 2012, due to the islands and the trend of Filipinos stealing Chinese nanny jobs.

 

But if a Filipino already has a Z working visa (Resident permit), then treat it like gold. You can renew it, but if you loose it, you be able to get another one until China allows it again.

 

Don't fool yourself, you have one option, 1.find a fixer for an F - L Visa or leave.

if her resident permit is still valid, then she doesnt need to apply for the Z visa. 

 

if expired, then you have to apply for the z visa then resident permit.

You can only have one visa at a time

if the last visa was L or F  then you can kiss the Z visa good bye as it was canceled automatically when you applied for the other Visa  

in other words start all over again

The Z Visa for the Philippino people has been canceled back in October not in January last year. That is doesn't matter anyway as it looks this Country has a diplomatic issue with China. Should the Philippine people be denied the same Visa when they return home, I doubt there is anybody to prove this as sure. 

Somebody from Philippines has applied for a student Visa and now he can work part time or full time as a teacher too. I found that solution brilliant: He can study and work. Maybe that would work to for your friend.
