1. Can an (L) visa or (x) visa be converted to a (z) visa without leaving China?
2. Can an (X) visa or a Residence Permit be converted to an (L) visa without leaving China?
3. Can a Residence Permit be changed to a different company without leaving China?
4. What are the exact documents needed for ESL teachers to work in China? How do they apply? What is the process?
Are the laws different from city to city? I am in Chongqing and it is very difficult to get a clear answer from anyone!

contact your embassy.
PRECISE entry/visa requirements MAY be slightly different for each country.
your embassy might be able to give you the exact information you require
Question number one: No, you are now required to apply for a Z visa in your home country, and now takes three weeks to process. Question number two: Yes, and you may extend an L visa once for 30 days, you are no longer allowed to reapply for a new L visa in Hong Kong if you have already resided in China for sometime unless you can prove finances to sustain you, this is being heavily enforced, an X visa can be extended without leaving China as long as you have enrolled in an accredited course at an accredited college, but, these colleges have began to profit from the new law and have been charging about half of what you can make by teaching ESL, one Tunasian friend was just charged 60K rmb for one year; she has gone from working one job to two jobs. Question number three: Yes, as long as your foreign expert certificate is cancelled and you are given the cancellation paper along with a letter of recommendation, you may transfer without leaving China. Question number 5: Documents needed are FEC, Degree, Criminal Record Check, Resume, Company Contract, Medical Exam, China Permanent Residence Application, and now, your employer must accompany you to the PSB, this is the reason all visa agents have stopped this service along with extensions on L visas if it has been extended before. Some small variations can occur province to province but what you see above is set in stone, except paper work, some require a criminal check, some don't, if you are in Chongching in the Capital, then yes, it is a tier one city, outside of that, you might have a chance.
