I am uncertain how to go about in obtaining a visa to travel to another country e.g US, Canada , Belgium, Netherlands... for short time and come back to china. Is it possible, if yes, any clue or advice? if it happens I need to visit an other country

Just go to embassy website to apply and follow the procedures. But you need to have
stable job for applying visa, especially visa for going to western countries.
Obtaining a visa for whatever (visit,work,marriage,etc.) depends on a lot of things, but from what I know the first thing to consider is your nationality. That's the big variable. Some citizens get into other countries no problem. Some don't know matter how many other criteria they meet.

How can anybody explain how to travel to any country in the world, if you didn't tell which country's passport do you hold?

Thank you all for contributions, all about using the internet is very clear, the issue was i am holding passport of another country and currently having residency permit of china, and i cant go back to apply for the visa in the country i want to go, instead i want to do it from here. i just want to know from experience, such information not found online, and if someone cant help better don't say anything than ...

Yeah just bring your passport whatever country consulate in china...and find out what you need....usually just the application and a few pictures. You dont have to leave china.
so what? you always need the same package of documents:application, photo, passport, visa for the current country, bank statement, insurance, invitation, in some cases tickets.. if you have a residence permit it's exactly the same procedure as at home.
