Well, that would depend on what you're trying to develop. Get raw materials from wherever they are cheapest, process them wherever it is cheapest. Then sell them to China. Do your own research, or you can hire someone to do it for you. Asking on this forum won't get you much useful information, especially when your question is so vague.

Do you mean to develop "in" the China market? Which would be a quite different answer then saying "from" the China market.

Personally, I think Yak Hair suits are making a comeback. So, the first thing you would want to do is to invest heavily in Yaks. The Shi Tang Yak is best known for yeilding a thin, yet durable hair which can be spun quite nicely into a tubular yarn, able to substain dying of various hues.

Next in quality would be the Chun Yuan Yak. However, their mean disposition makes then questionable for breeding. They have been known to pack a nasty kick when milked, especially the males. But, because their hair releases in bunches, known as "clumping (and not individually like the Shi Tang)," grooming is more quickly done come Spring, when they shed their winter coats.

You will need a large tract of land, as the male of both breeds are territorial and require several hundred meters of breathing space to properly service their pride (yes, same as lions) of females. The ration of females to male is different, depending on the breed, so make sure you do your research and see how much land you will need accordingly.

Of course, you will also have to have experienced Yak Hands (known as "Yakkers") to manage your prides and herd them from the upper pastures in Spring, but most of those fine fellows can be found along the QuangHei Jiang. I heard that some of the old-timers are still around, but are costly if you pull them out of retirement. One or two should be enough to oversee your working teams, which should number around 200 people for adaquate coverage of the Yak prides.

Inter connections between farm and market are easy enough to establish. Hows your guanxi? Remember, it's now what you know (although in the Yak business, that is important), but who you know!

Other than that, you'll have to find out the rest for yourself, but I'm happy to point you in the right direction. Round 'em up, rope 'em down, and don't forget to teach the boys how to pronounce "Yee Haw!!"

I am very interested in organic fibers, and have always wanted to buy yak hair suits for my loved ones, but have been unable to find any of a suitable fashion. Keep it simple and make back scratchers. Everyone loves a good back scratcher. And they're easy. All you need is some bamboo and a whittling knife. And some whittling friends. Then you can mass produce. If you sell them from the back of a bike, you can avoid overhead! Uness your bike gets a flat tire. 

Yaks sound promising, but you have to have land and feed the buggers and hope they breed so you can have more yaks and... what a mess. Do you even know what you would feed a gaggle of yaks? Or is it a herd? See... more work! Research!

Pride. I got it from the best of authorities that groups of Yaks are called "prides." However, come to think of it, that was after the 5th bottle of Baiju, so don't quote me on that.

They eat and poop big poops and walk in it and don't wipe their feet before they come in the house. It's exhausting. Jnus... buy a back scratcher. No problem. Of course, you could teach your Yaks how to scratch backs, and then, presto! A new service industry is born! You could call them...are you ready for this? Yak Scratchers!!!

Or...(now this got me thinking), you could DECORATE back scratchers with teeny weeny pictures of Yaks wearing fashionable clothing and promote tourism!

Then, you could have fortune, glory, and be relaxed, all at the same time. The possibilities are endless (almost).
