Q: what are the chances and the costs to get or renew a tourist or business visa in Beijin?

Visa per se are obtained, or renewed (when they expire) at Embassies from the P R Of China located in countries abroad.
Now, at PSB they could take your existing visa and change it to another type for a fee in some cases. Also, in the specific case of the work visa, that one is good for 30 days after you enter China. Within those 30 days, you must go to PSB and finish your Foreign Expert Certificate where they will indicate you if not done, get a physical, and PSB will then issue you a work permit and a residence permit, this last one takes over and functions like a visa. When the time limit expires, you (if still employed by same company, go back to PSB and get another work and residence permits. If you change jobs (even if not expired),you must go to them and get new ones, since they are tied to the name of the company you work for originally.
There are some visa agencies in Beijing that claim can get you new visas or renewals for a fee. I have not used any, I do not recommend any, you will have to find out about them on your own. To me, my stay in China is too precious to risk it getting involved in anything I do not fully understand, or that includes bribery.

Using an agent doesn't constitute bribery. The agent merely sends your passport away to another country (such as Singapore) where the visa is simpler to obtain (I know it's still a China visa, but different countries have different consular staff).
They actually just do the same as what you can do yourself, but they can guarantee which visa and what length you can get. If you do it yourself, there's no guarantee.
I have used an agent the second year I stayed, the agent was in Guangzhou and it cost me 6,500rmb, last year I paid 700 for doing it by myself.
Range between 5K to 12K depending on nationality, right now is difficult, so chances are " flip a coin"

PSB = Public Security bureau
Since you are Sudanese you will need to go back to Sudan or if your lucky HK to change your visa to a Business visa.
As far as I know it's around 1 grand....that's why I do it back home in the states it saves me about 80%.

PSB stands for Public Security Bureau, Entry / Exit Administration, and it is the place all foreigners visit in relation to visa problems and extensions.
Your nationality only matters to determine how much you will pay for the visa. But some nationalities are now under special requirements for visa, like Pakistan. You must check requirements for Sudan.
Back home in the States I pay $ 140 US dollars for my visa, and the processing fee is less than $ 50 on top. And I do not use at all visa agencies in China, I just do not trust them to provide a "legal" one sometimes. Too many forgeries, too many bribes. Just remember, by Chinese regulations, only Embassies abroad can issue visas. Some PSB at entry points under special circumstances, by Law, can issue a visa. Anything else involves something not really legal, and I do not patronize that.
