It could be thousands RMB to twentity thousand RMB, it depends.

 

 The worst thing is that there would be a bad record on your passport, and there would be trouble for the next time entry.

Actually, the worst thing would be jail time and immediate deportation, blacklisted for 10 years. The average is probably a fine, but it would depend on the severity of the situation.

 

However, if the foreigner knows someone with tremendous guangxi, then probably not much will happen. Well placed gifts (both monetary and material) place discreetly into the right hands works wonders to smooth ruffled legal feathers.
