If you can get access to internet with your mobile phone, you then have two choices regarding the surfing fees:

1) monthly subscription with China Mobile, then the surfing fees are included in the package, or cheaper than those with no subscription,

2) no monthly subscription with China Mobile, then you pay per amount of upload/download with a higher fee each time.

Let's say, you have an iPhone 4s. You can surf on Internet either through Wifi or 3G. Through Wifi, your surfing session is free. If, however, the 3G option is on on your iPhone, then you may unintentionally go on Internet (or download something) and you have to pay your surfing session with China Mobile.

Personally, I turned off the 3G option to avoid any problem and surf only with Wifi spots when I find one.
