Chaoyang and Dongcheng are hands down the most popular. Most live in Chaoyang District because of the wide choice of bars and international restaurants. Dongcheng is popular because of the hutongs, snug little cafes and shops and general history and culture. Haidian is mainly where students live so they don't count as expats. It's basically just the two mentioned above.
