unless you are Chinese, your best option is to use the internet to book flights/train tickets/ accommodation/itinerary yourself online.

There are plenty of websites to do this, especially as not all hotels accept foreigners

Apart from anything else, unless you understand Chinese and want to be marched around with a large group, you won't experience the different places as you want.

Get a local friend to help you book, or if you have a good local friend, to travel with you.

I was told travel agencies don't like dealing with foreigners because they want to sell packages, not individual holidays. (this is excluding the language issue)

i am new in China and I thought that to buy a flight ticket there was some travel agency like in other country in Asia.

I don't speak Chinese, maybe at the Airport here in Shenyang i will find?...

Your best bet is just to go directly to the airline themselves as the local travel agents will charge a little extra.  Most of the flights out of Shenyang are on China Southern, there is booking office on HePing BeiDaJie, just north of ZhongHua Lu in the area known as Ma Lu Wan. There are more around the city.  If your flight is on Air China, again there is a ticket office at the bottom end of QingNian DaJie and they have an English service. 

Check the flights yourself using a service such as Ctrip and then when you find your flight check out the airlines website. They'll tell you where you can find the nearest ticket office.
