Yes, there are electronic lotteries like Welfare, Sports, etc. I regards to making money legally, I would say cheating customers and taking bribes will do.
Got booked for parking illegally yesterday. Fine was Y200. Before we'd driven the 5 minutes to home the fine had been expunged. Legal guanxi. Completely legal. In my mind the 200 was gone. And then it wasn't. TIC! Cheers!

Well...hmm. I don't think it will. What happened was my wife called someone who works for her who has a ranking policeman friend. After telling us it had been taken care of we then discussed that we should shout him or her out for dinner as this is the second time this has happened. So maybe it will then. But the other thing is that the person my wife called owes her lots. He's able to keep his job despite being incompetent purely because of his power of guanxi. You've gotta laugh.
I have found the best way to earn money in China for me is to have an RP and a job. Crazy talk, I know.
