I am cold. even with little space heater running very high, cold air keeps blowing in. What can I do? Landlord says this is normal and won't do anything, well, except shrug.

Duct tape the windows and wherever you feel the wind. Get a bigger space heater. Also, e.g. in our living room during the "cold" part of the year, we enjoy the fact that our flat screen tv actually outputs a great deal of heat.
It's also smart and cheap to carpet your main walkways in your apartment.

By 'my standards', if apartment is too cold during the winter, it is not suitable for living. Same as if apartment doesn't have running water. Hang on the owner! If you pay rent, apartment must be suitably heated.
I am not sure, where to turn if you rent apartment by yourself. My apartments (were) all rented by Schools. Consider 'move in the future'.
In Yingkou, Liaoning my place didn't have TV (as per Contract), and only small electrical cooker. I complained to SAFEA, and they helped me to switch Schools (and cities). Contract breach!
Bury the building, Ground temperature is 55 degrees. Some people used to build solar house at home, earth bermed. I'm not spending winter here, Guilin. Last year the floor was too cold to walk on and that was average 3* low. Seal up all the cracks, get heavy drapes,carpets. Put something over the door sill crack. If I lived here I think I'd build a house from hay bales. Cheap way to build, good insulation. I've seen apartments renovated here with foam board insulation. Its stupid not to insulate, easier to cool a place also. Small ''micro furnace'' heaters work well, they have fans in them. At home I can heat a well insulated house with 2 heaters unless it gets really really cold and I mean Canada cold.

5000 years of Chinese building and they are still the same except for electricity and toilet in the floor. They should have learned by now that it's easier to hit a target when it's closer.
