totally misunderstood this question at first.

And then you go and edit your answer, so I will have to change mine :-).
With a whopping 5000 Y I could buy a nice electric scooter and become a taxi driver.
5000? Are you serious? Perhaps you could become a male prostitute or gigolo?
Or you could buy a tricycle and go around collecting recylable trash, don't forget a good quality hand bell of course.
5000 really isn't a lot. Those street food vendors who have a cart/tricycle and selling small dishes to bypassers might be doable. With the right product and the right location this could actually be a way of getting 5000 to grow. E.g. those who are just running around selling steamed sweet-potato, the cooking skills required is zero, ingredients cheap and do not spoil easily.
3-wheeled fish'n'chips, belgium waffles, proper pancakes.
Scrapping the idea of making 5000 grow and get a job would be a faster "get rich quick scheme"
5,000 RMB total capital? You might buy a three wheeled bike and equipment to sell street food.
It doesn't seem like enough to start a retail business.
If you can buy some cheap goods in bulk and sell them on Taobao then that might work. Toys? Women's apparel or accessories?
Way back when a friend of mine sold socks at the local swap meet and made a nice living. Maybe socks? Gloves in the winter?
Shoes come to mind, but it's a roll of the dice. It might be worth a go if you try several products to start and then continue with the good sellers and replace the slow sellers.
You could work an extra teaching position for 34 hours at 150 RMB per hour to raise the 5,000 RMB capital.
I guess I have nothing.
You will need a minimum 100,000 Yuan in equity just to register the business and operate legally. You will also need a Chinese partner, willing to back you with so little money to contribute. Apart from that, China really isn't a safe investment.

OP does not use the word "legally" in China that is not implied !

It would not be advisable for a foreigner to run an illegal business in China.
Go to Macau, find a roulette game, put it all on black. Pretty good return odds compared with starting some small business in China...
Are you wanting to start a business instead of buying an Apple iPhone? gee!
I need to cast baby powder into the air to catch some forms. and I just did.
