I signed a contract with a school. And they don't pay what they agreed or do much of anything else that they signed in the contract that they wrote. They also said and wrote they would provide a working visa which they didn't do. Their reason was that they pay off the local police so I don't need a working visa. They also force African workers to pay an agent 20% of their pay. Is there anything that can be done about this school.

Be very careful, if you've been working without a work visa you could find yourself deported instead.
Know a guy who got screwed over about pay and visa stuff....when he went to authorities he got kicked out for working illegally.
My advice....just leave. If you aren't on a work visa anyways they can't do anything to you if you just leave. Quit and ignore any calls/emails/threats they will send your way. Find a better job. If you need to of course wait a few months to save your money then quit.
That's just my advice.
Just to clarify...when I say they can't do anything if you quit.... The reason I say that is because they are employing you illegally on the wrong type of visa. Anything penalties you might have to pay for leaving early in the contract is null and void because it would just be proof that they were hiring/paying people illegally.
If your not on a work visa I'm guessing your on a F visa. They can't touch any of that stuff.
I hope you find a better school/company to work, too many companies like this in China who don't do what they say and try to use foreigners lack of knowledge of Visas/Laws to intimidate them.
Sounds like the first school I worked for. I wouldn't go to any authorities, because you may get into shit to, not worth it.
Wait until your next pay( even if it is short), then leave. Or at least threaten to leave unless they start playing ball. Once you get the pay, don't work until they start getting in gear, if they don't, then leave.
I have had to do this before, and I was amazed to see how quick they got things done, and the boss started to kiss my ass.

Pretty good advice. At the end of the day this company knows they are hiring people illegally. It ups to us to stand our ground and say no. A lot of times they will back off or correct things pretty quickly once they know that we know.
Schools do this type of thing because alot of foreigners simply dont know better.

I suggest you do two things: 1) Contact the China Foreign Teachers Union and 2) visit www.CleverChinaCheaters.com and scroll down to the link about Teachers being screwed. If they morons don't pay you make a report to TheChinaBlackList@gmail.com and they will probably get blacklisted.
Without a legal residence in China, the People's Courts won't even receive that kind of a lawsuit. IMHO the best advice given above is to simply cut your losses and move on, as quickly as possible. The school-in-question has undoubtedly been up to its nefarious tricks long before you even appeared on the horizon. They probably have bought off everyone they need to buy off and in case you were to complain, indeed, you might find yourself deported or in jail or both. Find a job that will give you a Z visa, if you meet all of the legal conditions to have one in China, and just move on, after payday of course.
I had the same problem with a company/school and after consulting with a lawyer ( and realizing it would cost me as much money as was owed to me) I decided to warn others by getting them black-listed with other teachers. At least now nobody with a brain who checked the list will work for Best English.
Blacklists are ineffective; the newbies to China don't check them very reliably and my own experience has been that when they do check them, they don't believe what they read and then just leap into the fire anyway.
Never mind the blacklists -- look for critical reviews on Dave's; on eslteachersboard; on Raoul's particularly (where they are vetted before being posted); and on various sites like that. If there is a plethora of negative comments from many different posters, then that is a red flag for sure.

working here in the same condition as yours...
First, never admit illegal uses with you.
Second, the papers for the Z-visa you are seeking for need to be done within one month. IF not.......
Go you by yourself (quietly) to the IMIGRATION BUREAU, and there SHOW the OFFCIAIS your contract-work, explain the situation, and seek for HELP.
You should be SURPRISE by how they will help you so fast..... After all the OFFICIAIS go to your work place to check and punish them, and they will be thank you for increasing their tax income .... This was my husband experience here before........
I think the black list may not get your money back but at least it will keep others from making the same mistake and you can save them some time, grief, and $
