i wonder if there's any job that having a white face is more important than English accent or grammar accuracy here in shanghai? long-term role preferred.

Depends on their background & experience. You're question seems to assume most foreigners speak English. If they've got no experience or qualifications then they'll struggle to get any legal work. Whereas if they've got lots of experience in finance, trading, engineering, chef/cooking, wTcg then they've got more chance to find a job.
The new rules for English teachers that came out last year rule out teaching. What are you qualified to do? You said that you know a lot about handjobs but I'm sure that kind of work would be under the table - no pun intended.

Safety rules? More 'stupidity rules' .... it's common sense, which is certainly different in China.
Was remembering driving car from Ft. Lauderdale to Napels and alligators-road-kill through the marsh area. If I would have car failure on '75', I would certainly hesitate to walk around swamp-land. Common sense.
I know a South American guy with his heavy accent teaching English in Shanghai. I don't think he's qualified but he's white.
And many pretty European are modeling in Shanghai. They earn a lot.
For the rest of the jobs I assume your friend will need some skills.
Personally I think getting skills is more important to build a future unless your friend just wants some quick cash and temporary fun here or just want to settle in China for the rest of his life.

I have three diplomas in management and one diploma in counseling and the only job I could ever hope to have here is teaching. Such a silly place.

You should try your three diplomas in any part of EU.
I am assuming, you aren't fluent in Chinese.
If that's a fact, your biggest problem is lack of English understanding with Chinese, i.e. you could most likely get job in Holland, Denmark and Krout-land by not speaking native language, because their 2nd or 3rd language is English ....However, EU could never be silly place with the same customs as in China, could be?
I also believe, getting Working permit in EU for non-Schengen passport holder is much more complicated than it is in China for non-Chinese.

I told you millions of times that I am not Uniqlo. Are you blind or something can't tell the diffrent English level between us? Uniqlo was an old friend of mine.

I'm definitely not fluent. My Chinese is okay. Go to any fucking where and see how great Chinese people are with English. My country still gives them jobs.
