Hukou is a temparory policy, China is trying to weaken the influence step by step.

Everyone could agree that peace and stability is the first important condition in development. China want to get rich but it is impossible to get everyone rich at the same time. As you know the East China and South China develops much easier and faster than the west and North China. But the rich parts are disable to burden the whole country. Besides, too much population movement make the whole county is a mess.

The Hukou seams unfair to some one. But, is there a way totally equal to everyone? Roman is not build in one day.

Grossly unfair and favors Beijingers and Shanghianese.  But if the air quality does not improve, I am moving to Wei Hai.  BTW...do you need HuKou in every city or only the first tier cities?

Scandinavian:

you need a hukou anywhere you live, if you are Chinese, and if you want to have access to the limited social benefits available, such as education and hospitals.
