What does a company need to get a license to hire international employees?Is there any official site in Chinese about hiring foreigners?

In normal times I'd say good connections, lots of money, patience and local knowledge. In covid times you could probably add a minor miracle to the list unless you happen to be a very attractive asset for China.If you were hoping to get some foreign teachers for an English school I'd forget about that idea for a while.

It is not a language school. If anyone has verified information or any Chinese official site I would be grateful
It's a Chinese law ... Co. in China must have a government authorization for foreign hire, what means, foreign hire in China is limited, permited only by the authorization issued by Beijing or provincial's capital government.
That's 'why' ...!
Before the law changes in 2017, English name of such org. was "Foreign Expert Bureau" or SAFEA.
