After the teacher degree clamp down from a few years back, the upcoming tax linked to passport stuff, and the very recent unregistred NGO stuff that is in the news today.. lets do that age old survey.. What % of foreigners do you estimate to be legal?
Whoever works in China illegally is insane, just for the fact that you cannot trust Chinese employers, i.e. scumbags ...
You need Gov.'s protection (SAFEA) to enforce Contract respect.
I doubt anyone really knows, think it depends on where you go.
I keep hearing about places where there are lots of Russians and Africans with questionable English ability teaching. I'd guess most are on student visas and teaching between classes which isn't legal but their study visas would be.
Not really related to that, but there's a thing on ECC front page about a 19 year old girl who was put in prison because she listen to a recruiter's bullshit.
Dodgy recruiters are still operating and scamming people. Yeah they should do their due diligence and find out for themselves what the rules are but still, those scum need to be shut down.

She's half-way around the world from whatever home she has, probably alone here, probably in financial straits, and they or she claims her consulate reps haven't helped her. Well, who really knows what's going on, but I hope they are treating her in a humane manner.

Makes me wonder how common it is to get locked up for visa issues. I understand if someone overstays their tourist visa and goes underground working, dealing drugs or whatever - it's reasonable to throw the book at them but when you're being misled by employers and not actually trying to break the law I think that should be considered. Maybe it is, I don't know.
Ignorance is never an excuse but when you have schools and recruiters telling people they can come into the country on a tourist visa and they'll change it over for you after you arrive and don't worry if you're not a native speaker or properly qualified we're able to legally hire you I don't think it's totally unreasonable for someone who knows nothing about visa laws to believe them.

I would also say over half. And next year probably 3/4s. 3 of the 5 countries listed on the required list probably will be very apprensive about coming to this country to do anything
