Q: What is the minimum Taxi Fare you pay in your city in China?

Like in Jinan , The minimum Taxi fare is 7 RMB

Nanning it's 7RMB but there is a 2RMB fuel surcharge regardless of distance traveled, and it's not a scam, everyone has to pay it. So in effect 9RMB minimum.
