The strangest/hardest dialect I have heard is Chuzhou (North of Guangdong).  The dialect has a mind bending 16 tones.  Mandarin is difficult enough with its 4(5) tones and Cantonese is really hard with 9 tones.  But 16?  I can't even imagine trying to tell the difference between the tones.

 Well my wife's from Yulin and when she starts chatting with her mother in yulinhua, particularly if there is a third female party involved in the conversation, they sound exactly like turkeys, with a lot of "ogle-ogle-ogle-ogle" sounds that I find hard to differentiate from each other.
