The Phillipines for some reason people in China think people from the phillipines are native English Speakers...I don't know why that is.
Requirements for Z visa are:
- BA
- TEFL or TESOL
- 2-years experience.
Law doesn't specify, one must be Native English speaker/teacher for Working permit (Z).
In Taiwan, South Korea, Japan and few other Asian countries you can get Working permit only if you're holding passport from USA, Canada, UK, Australia, New Zealand, South Africa (Law).
There are many Non-native English teachers (on this Board) who have Working permit (Z = Residence permit) in China.

Ummmm - a country can't actually get a visa!
Now, if you're referring to a person from a country, that's a different issue... however, I'm fairly certain that everyone has their own native language that they are capable of speaking (unless mute), and ought to be able to get a Z visa... for something in China... import/export, perhaps?? Or cos they're super-rich??
