The only restrictions I know are you must drive on the right side of the road and you can't stop the car until you get to where you are going. Do what ever you have to, but do not stop the car, ever. This is Chinese driving.

The only restriction I do know of is that new license plates are restricted to a maximum of 300 per day.  Now, in Beijing, out of province plates are not allowed inside the fifth ring on week days, but unknown if Guangzhou has a similar limitation.

I lso know that if the Police stops you, and your residential address does not correspond with the license plate address, you will have some explaining to do. If you buy a car with out of province plates, and live in Guangzhou, you must register it locally, and obtain the proper plates.
