Q: What is the safest way to receive things via Mail in China?
have it sent registered, or courier sevices that need signing for. I find the mail in China to be terrible, stuff does not arrive or slow. My post cards home took 5 weeks. I get electronics from Hong Kong in 2 days some times.
Sending it by parcel post is the best ...EMS usually it only takes a day or two, depending where you live that is. Letters by post are another matter 
For my answer I will assume you are asking receiving parcels from ABROAD ONLY while in China.
To insure fast, reliable service, just follow a few simple rules:
1.- MAKE SURE your package has your mailing address written in Mandarin, and include your cell phone number.
2.- Make sure the person mailing it to you fills out the CUSTOM DECLARATION FORM correctly and honestly. Packages with declared value over $ 100 USD get opened for visula inspection, others will be random. If not listed on Form, will be confiscated as contraband.
3.- Make sure whatever you are receiving is not on the list of Items not allowed into China.
4.- Request sender not to use stamps on parcel, but use meter tape. Parcels are stolen because of stamps.
I do receive "Care Packages" with mostly food items 3 or 4 times a year for 15 years now, never one lost, all arrived in good shape, taling from 3 weeks to 3 months in transit time, nothing missing, no problems. But I followed above rules.

When you say Mandarin are you referring to characters or pinyin? If characters, is it not okay to mail packages written in pinyin? Because I was told it was and I have a package coming soon ..... =/

when I say Mandarin, it does mean Chinese characters, pinyin means western letters in alphabet writting the chinese pronunciation. Not all Chinese are familiar with pinyin, while most are familiar with chinese characters in Mandarin
Just go with the idea that everything you send will be search by the Party and then will at sometime be left on the side of a dirty street in a pile until the post man picks it up. So anything that the Party won't like or anything that can't survive a day or two on the street, should not be sent via mail.
