Sending someone on "a slow boat to China" is a mild threat.  Imagine there is someone who is particularly annoying or troublesome to you. Imagine how long it takes to get to China by boat from, say, America. Now imagine if that boat was Slow.

 

You wouldn't see that person for a very long time.

A slow boat to China is one that has to stop at a lot of other locations before arriving as opposed to the express boat to China.wink
