Title says it all - I was proposed 5000 RMB, with free accommodation in the school and paid meals. Is that regular?

It really depends on which city you're in, as well as how far away from the downtown area you are.
For instance, 5,000RMB with everything paid for in the middle of Beijing at one of the top schools would be great, while 5,000 RMB with everything paid in the outskirts of some crappy city might simply be horrible.
But otherwise, I find 5,000RMB to be a little low.
It depends, like Mihoutao said. And is it twelve months of salary, or nine or ten? And do they pay your income taxes on the 5000 or expect you to pay from that amount (is it net after tax, or gross?) If it's gross and 12 months, I think it's on the low side, but the accommodations and perks do figure in -- internet, phone, yada yada...

The National average for Chinese middle school teachers is 700 rmb per month.
That sounds about right.. As long as there's a round-trip air ticket included in the package!
I teach English in a Chinese public high school. I have approximately 10 classes per week. My accommodation and utilities are free. I have full health insurance. I make 23,000 RMB a month.
In order to teach here, you must be American and have a minimum of a Master's degree in the subject you will teach. I am a state-certified teacher as well.

if your under 40 with teaching certificate and masters , you should not be in china, 3x salary in korea and 5 times chinese salary in middle east. im to old or i would have never came here.

I'd say it would range from 4000 - 10000. For PUBLIC school I wouldn't see it any higher than that.

I do, in fact, work in a public school, so the salary range in China is from about 3,500 to about 25,000 (what a couple of my colleagues get).

"Average" is a relative term. The poster wanted the average salary, which to me means the median salary. In order to determine the median, you must first have both the highest and lowest numbers. I simply provided what is close to the highest number so he could get a general idea of what to aim for.
