Well to make it look like they are improving, a month or so before big events, they will limited production in nearby factories. For the Olympics they even limited which car could be on the road at certain days based on the license plate.

That being said, if you compare the air in Beijing with other places, the air actually does seem clean. Go spend some time in Chongqing and tell me how often you can even see the moon.
