To give you a proper answer, I would need to know what you consider to be a "local" F visa, and where "local" is.
In general, an "F" visa issued in Hong Kong Chinese Embassy is issued for one entrance, with a maximum stay of 30 days. Anything behond that that you may need you may be told to go back to your home country and request it there. And be aware, an "F" visa DOES NOT allows you to work at all.
If by "local" you mean your home country, then you could request there one or two entries, or multiple entries during the period that the visa is valid. This period is normally 3 months, 6 months, one year and two years. And the "stay" could be in increments of 30 days, from 30 up to 180 days each time you enter. But it is customary for Chinese Officials at Embassies to grant you a minimum the first request, and in succesive requests increase those limits. Very seldom they will grant a multientry, 2 year F visa with 180 days stay the first time.
Local F visa you mean in China obtained, but not HK, right ? In China they give now only 3 months F extension or change from L to F same period of time. In HK, they can give you 1 year F visa for Mainland China with multiple entries . The PSB from Beijing not same as HK now. You can contact some agents who can do visa for you , is not hard.
