For Chinese Officials, Hong Kong is basically a place for those arriving there and have a late desire to enter the Mainland to get a visa, so normally they are very restrictive in what they issue. For example, it is rather easy to get a 3 or 6 months validity, mostly one entry (maybe 2), 30 days tourist (L) visa there, anything better you may be told to go to your country to apply.
The same holds for a work visa, and business visa are easier to get than work visa.
As far as requirements, they are the same as elsewhere. It would depend on the type you seek, and you did not write that down on your question.
I suggest you to visit this webpage in HK:

You might find your answer there, if not, you can email them, they are very nice guys.
I have been issued many visas there.
When people is talking about new problems to get issued a visa, they think it applies to everybody, but most of the times this is a result of a previous problem or the country they are coming from
I did it in September 2012, with Helen Group from Hangzhou, Zhejiang as my sponsor. It took Helen less than 10 days to mail me all necessary documents for Z visa as Non-native FT.
You must have Medical Exam not older than 6 months, if you are applying for Z. Best (and cheapest) is to do Medical exam in China, if you can. Print Medical exam form from HK Embassy's website, and give it to examining MD to fill it, sign it and stamp it.
If you'll do exam in HK, you must also have Embassy Medical Exam form filled, signed and stamped by examining MD. HK Medical exam cost around 1800 Rmb, and in China cost less than 500 Rmb.
I stayed in Chungking Mansion on Nathan Road in Tsim Tsa Shui, and I used boat to cross to Wanchai, where Chinese Embassy is located.
