Q: What's your experience with the Chengguan?

Saw a drunk Chengguan shaking down a fruit seller the other night. Seller had his license and permits but was being robbed in front of dozens of people in Guangzhou.

The Chengguan are paid thugs. Stay out of their way.

For the most part, I ignore them and they ignore me.
