Probably you've heard about this guy who killed and robbed a guy in Nanjing several months ago. The amazing thing is that everything happened in a very crowded area and in daytime with cameras at every corner. Of course, he managed to escape. And yesterday he did it again, but this time in another city. And he did it other 6/7 times before Nj. How come the police cannot catch him? There were pictures of him everywhere. Is it because people do not want to get involved or something?

second thing - yes, nobody here wants to be involved, and it is nothing unusual
do You know what is the first thing on training for personnel of shop for that kind of situation? even in the west?
1, DON'T BE HERO, this is not Your money, being dead You wouldn't help anybody
2. try to be patient, and remember as many details as You can, Your memory will be tool to catch him, better than Your arms
3. if You can do it - turn on alarm, but not when it can be dangerous for Your life

what ask You to do that nice person behind glass? a) smile to her b) look into the camera?
cameras capable to recognize faces are or pointed at You from short distance (airport exit/entry), or located far away, but with much larger lens that "standard CCTV" (because quality of lens may reduce camera's sensor performance).
that are quite similar to cams at parking lot, that recognizes Your plate (in Europe it is available for anyone, computer system costs 1-2k Euro and up, cams are cheaper every month...
that system works in almost every big country, so why Chinese security services wouldn't use it? please remember, that in security systems China is usually one step ahead...
