I've always read after mid Sept as it cools down and the tourists season is less.

Probably not any time in the summer, and most certainly never during a national holiday of any kind.

Some useful tips to find bargains on International flights are shown below:

 

- Plan and purchase your tickets from 2 to 5 months in advance, or as soon as you know your travel plans, and when you see a good price. WAITING TO SEE IF PRICE WILL DROP FURTHER WILL ONCE CAUSE YOU TO PAY MORE LATER ON MOST OF THE TIME.

- Avoid flying on week ends.

- Travel during low season periods, avoid "peaks".

- Minimum and maximum days traveling if on a round trip, more that 7 (including a Saturday), and less than 90)

- Seek prices for both, direct and with connecting flights direct flights are always more expensive. The more inconvenience a travel plan gives you, the less it will cost.

- Do check baggage allowances besides airfare cost.

- Compare pricing by shopping on Internet besides using a travel agent. Be aware, cheaper prices are posted at airline websites, not in other websites like Expedia, etc.

- Airline fares will vary depending on how the plane is filling up with passengers. If below standard, airlines will drop prices for a few days, if above standards they will remain the same. Best chance to get a discounted price will be to check prices on Tuesday late afternoon or evening. Airlines check plane sales on Monday, and do make price adjustments as needed during Tuesday.

 

For International destinations in general, the season periods run as shown below :

Low Season
This period begins the second week of January until April 1st and begins again in September until the first week of December

Shoulder Season
This period begins April until June 1st

Peak season
This period begins Jun 1st until August 31st and begins again in December until the first week of January

Over the course of the year there are periods where airfares are lower when compared to shoulder or peak seasons for travel. If you must travel during peak seasons try to leave before the season period begins.

For traveling to China specifically, you must factor in their important National Holidays, like New Lunar Year Festivities, International Workers Day and October 1st. Prior to those days, it will be high season no matter what.

 

It does pay to check baggage allowance besides airfare offered, normal allowance is for two checked bags at 50 lbs each, plus one 15 lbs carry on. Some airlines now are cutting that down to one checked baggage at 50 lbs. Also, if flying domestically once arriving to one of China's POE (Port of Entry), make sure your domestic flight is ticketed in the same PNR as the international flight, so the same baggage allowances will apply all the way.
