As opposed to down-beat Martin below me, I think they'll qualify. Not this world cup but the next. I know it's not a major accomplishment, but they DID beat France just prior to the last World Cup.

As it stands, China is currently investing in its sports youth facilities and centers. They want to be number one for everything, and football being the world's most popular sport, there's no reason they wouldn't want to be good in that as well.

The biggest obstacle at the moment is not having a big Chinese star to promote the sport to the younger generation.

They did in 2002, but lost all three group games. 

 

The long term outlook for the beautiful game in China is a pretty bleak one.  Firstly, as ambivalent referred to above, there is a lack of facilities.  Secondly, Chinese historical sporting culture tends towards the individual rather than the team ethic. Thirdly, basketball continues to be festishised as the most aspirational foreign team sport, possibly because the Chinese are more into American popular culture than others and because basketball could be seen to be one of the more individual team sports, allowing for more obvious individual expression than others.

 

Though Japan and South Korea quite rapidly went from awful to established on the football world stage, China is unlikely to follow the same course.
