They considered it...but with so many poor people, whose only enjoyment is cheap beer and cigarettes, they can't. What they should do is impose a "stupidity and classless" tax on those who purchase 800 RMB bottles of wine or whiskey and then mix it with a 2 RMB bottle of Sprite.

You can't beat Japanese or Korean businessmen on Friday nights. They work 12 hour days throughout the week then get royally drunk on rice liquor (like baijou) on the weekend, in Seoul or Tokyo you find them passed out in random places, I saw some sitting up in a park bench with tuxedo and briefcase, passed out sitting up.

when they stop paying for health care for the old, and no longer own a stake in all the tobacco and alcohol companies.

besides how else are they supposed to pay for all their sports cars.

P.S. it has bean proven that it is cheaper in the long run to let people die of smoking and drinking than treating them in later life, so do not start THAT ARGUMENT.
