I have heard there are institutes the cost 7000rmb for full year course fees but I don't where to look for it; can you please suggest me a site or the institutes which offer these price range. Any province/city is fine for this. Please advice.

P.S. Currently I have found 11000/- year full Chinese course minimum (not including dorm).

more information is needed
just saying 'I want to learn Chinese' is like saying 'i want to eat ice-cream and i have heard it costs X'
Why you want to learn is another piece of information that would be useful

Any city or province is fine for now the main goal is to get the China's visa for one year.

It helps if you have an idea of a particular location.
The bigger cities will be more expensive but international.
the smaller / 2nd / 3rd category cities will be cheaper, and allow you to experience life more outside the ex-pat bubble.
Also think about what access you want to inter-city transport.
there are literally thousands of universities, most of which have facilities for international students to go and study Chinese.
For example, a couple of friends i met when working in Changsha were studying Chinese for a year, but Changsha is a hole in the wall city. Cheap but not a good place to go
I suggest you think about other aspects of life in China to narrow the field a bit.
Also, cheap might not mean good.
It depends on what you are looking for
www.cucas.cn.edu or www.cucas.edu.cn (i can't remember which, and my internet is being stupid) is a database for most of the universities in China. you can search by major, cost, city, whatever you want.
I have been told that one of the best ways to learn a language is to date someone who speaks it, so why not just find a Chinese girlfriend/boyfriend and come on a yearlong tourist visa?

How legit is the info on cucas? I found some pretty cheap universities even one in Beijing that fees is only 6000rmb for a year long Chinese language course this is kind of impressive and sounds too good to be true maybe it is true. Is it?
If price is your main concern I would recommend finding a private tutor as you can get individual instruction for cheaper than classroom instruction at an educational institution - of course you would need to figure out the visa but in terms of the teaching itself private tutoring is cost effective and finding a tutor is easy.
If a visa is your big issue then go to a University. Every city has tons of them, the Chinese program is normally fairly cheap and they are all desperate for foreign students to make their numbers look better. Also they can sort out your visa no problem. The problem with the universities is that you are restricted by start times etc.. and don't expect them to be of the same standard as western universities!
If your serious about learning Chinese then the best way is indeed to get a Chinese girlfriend/boyfriend. Preferably one who speaks some English, but it isn't perfect. Its amazing how quickly you will improve in this scenario. And just get out on the street, don't be afraid to make a fool of yourself, and speak to people. You will improve much faster like this than just sitting in a class room.

If your main concern is to get a one year visa and provided you still want to study Chinese so apply for scholarship. For instance Confucius Institute offers such but there are other options available as China government wants to promote foreigners learning Chinese.
If your plans really include learning Chinese so contrary to sorrel I would recommed you to go to lower tier city. There you will be forced to use your Chinese everyday as in these places there are few people speaking usable English. Also it will be a great culture tour as the things are coming more raw.
If Chinese is not your aim and you just need a visa so go for Shanghai or Beijing. Even these places can be at reasonable costs if you compromise on quality of accommodation etc. and generally you can find there the places were you do not need to speak Chinese at all and still can live a reasonable life.
What's the other version( of Mandarin you're choosing not to learn?
