Q: Where can I find a good Halloween costume in Beijing?
Are there any costume shops around the city that specialize in Halloween costumes?
Or a shop that sells supplies so I can make my own?

You can buy wigs and masks at Jinwuxing on Xueyuan Nanlu. You'll find everything there so it's a good place to check out if you want to make your own costume. I would also check out Yashow...they may sell facepaints and masks.
I'd see if I could find a shop to make me a copy of the Batmobile, then I'd plan on my costume.
If you know how to shop on Taobao there are a lot of costumes and make-up available. Do a search for "Halloween" and you'll see tons of stuff.
For even better results, (especially for women!) Search for "cosplay". Tons of really weird and cool outfits for around 200rmb. Also wigs in blue, yellow, green, bright red, etc.
