Try the fabric district behind the train station. It is a huge rats nest of a building, but some really good tailors in there will make anything you want.
I would get some pictures of an item I wanted (suit, shirt, jacket, etc...) go there, pick out the fabrics from one vendor then bring them to one of the tailors and they would do their magic. A couple of weeks later, the goods would be delivered to my home or office.
