You have probably heard about it, especially if you live in Shanghai. According to Shanghai Daily...'Shanghai launched a comprehensive Chinese language test yesterday to better measure foreigners' languages skills and help universities and companies with the vetting of students and employees.
The new, computer-based test, called by the pinyin abbreviation SHNC, focuses more on practical daily communication skills, compared with HSK, a national standardized written benchmark for the Chinese language.'
The Chinese name of the test therefore is 实用汉语能力测试. One can find many newspaper articles on the web, but I could not manage to find any useful information regarding test centers, dates, prices etc.
Maybe you happen to know more about that and could help out?!

i checked online,it seems half year once, and the latest one was in 16th sep, around 50 people had the exam,im not sure you take the test yet,but here is the link of offical website, you can ask me if you can find translator or you need help http://psc.shyywz.com/syhycsjs/1509.htm
I wouldn't think there'd be much point to doing it, not at the moment anyway. Its not recognised by universities or any companies that no anything about Chinese testing. There was one launched a couple of years ago just for oral Chinese. Same story, didn't catch on, wasn't reconised, and no one really took it. Just take the HSK and don't waste your money.
I'm interested as to why you would want to take this test over the HSK.

i would not choose it over the HSK, just in addition to it. i found the article interesting so i wanted to get more information about costs, dates etc, so i could decide if i do it or not
