I don't think I've ever seen chewing tobacco for sale in China.  Maybe you should try looking online? Taobao.com?  Or switch to smoking?

I use it. As I don't speak Chinese, I have found a store in Beijing whcih can supply me snus ordered outside taobao. I just give him a call and he sends me. For this I pay little bit more because I usually tell him to send through SF express (22 RMB more I pay, than taobao price).

Taobao for sure. I always order from this shop nordic-wolf.taobao.com. The girl's husband is a foreigner. She speaks fantastic English and its always fresh. If she does have cans that are about to hit the Sell By Date she gives discounts. Also if you buy 10 you 1 one free. She often just throws in a few can for me because I have buying from her for so long. Very friendly 5 stars
