You'll have to go to the main PSB in Wuhan, it'll be the only PSB that helps and hands out RP's to foreigners...

You need one from your home country then you need to tell us where you are from?

@ironman510 is incorrect in saying that you should go to the "main PSB" to apply for a police clearance certificate (PCC) in Wuhan. 

Currently in Wuhan, it is either a local notary office or a Population Brigade of a District PSB (as opposed to the Municipal PSB) that issues PCCs to foreigners. It depends on which category of visas you hold during the time of your stay in China.
