no motorbikes in Changsha: electric bikes only

This is just hearsay but I heard in Suzhou only foreigners and cops are allowed on motorbikes. I know they've near completely phased out motor scooters. The foreigner has to bring their motorbike class drivers license from their home country to convert it. Suzhou has a Harley-Davidson shop so I guess that must make for a pretty exclusive niche market.
