Q: Which city in China fits this description?

So the time to begin job hunting for the next school year has come and i am actively studying chinese cities i could  move to.  I have been living in Shijiazhuang the last 3 years.  I do like the size of the city, my school, and the low cost of living,  but the air pollution is becoming so terrible that at times i cannot see even 500m in front of me.  It is time to move to greener pastures!   Here are my conditions.

 

Small to medium population (I hate traffic jams and waiting in lines, cities with less than 10 million in the city would be great) 

Developed ( people are educated, clean, not too much crime)

Not too polluted  (yes i realize most chinese cities have pollution,  but if i cant see it, its ok)  

Inside the mainland 

Has a number of public colleges, institutions, or universities

Base pay for a taxi is less than 8 rmb

Majority of people speak Potunghua (any dialect is fine, i figure i can adjust after a long enough period of time)

 

I've already studied most capital cities and nearly all the cities in Zhejiang province.  But i only really study,  I regret to say I have not taken the time to do a lot of recreational traveling around china.  I'm looking for friendly advice from expats, travelers and chinese people.  I apologize if it seems i am asking others to do my homework.

I would recommend Dalian.  Nice tier 2 city, about 5 million population, very clean, educated population (LOADS of IT companies), friendly people, etc...

 

The downside is the winter.  From October until March it is bitter cold and has strong winds blowing all the time.

 

The upside is that the summers are amazing.  The city has oceans on 3 sides so lots of clean air.  

 

Dalian is possibly one of my favorite cities in China.

I agree with Expat John, Dalian fits your description. I lived there for a year a while back, and I loved it.  Its your best bet for getting away from the pollution.

I would pick Shenzhen. It's clean and the people seem to be friendly for the most part. Also, you can take a trip to Hong Kong whenever you like. They do have an ocean there and many tourists visit this place!!
