Well, if it's possible to accept that HKSAR is actually part of China (which many still refuse to do), then Hong Kong and Macau are miles ahead of anywhere else in terms of being cosmopolitan centres.

Even if we accept your first premise (which is technically correct), the culture difference from 99 years of British control only makes it a 'Chinese' city in name only... So, in a way, it's more like an English city that China owns (and wants to destroy... I mean, incorporate and transfer it's economic power to Shanghai).

One can always get a feel for how many expats are around by how many stares they get. When i first started coming here (2001) even in Beijing i got many stares. Now, hardly ever. Even with my long hair and mustache.  So i guess i concur with the more sane answers above.

Richmond, Canada is the most international Chinese city.

It's so international it's in another country.

Did you know that you can't buy a gun in San Francisco China/USA  

how Chinese is that? and to add to the confusion for those confused by "west coast" .... trolls etc..... yes it is quicker to go east, to get to the west coast. partially because of the flatness off Earth, and no need to traverse the Middle East, thus arriving in the west.
