Vicky, honey, I know what ur thinkin'. Breast feeding, right? Probably those countries where 1) women have breasts; 2) women who have breasts, have just given birth and have breasts larger than usual due to an overabundant production of mother-milk and need to feed baby, yet retain a good amount of milk post-feeding time.
Then a vacuum pump comes in handy to extract the milk surplus for late night or early morning feeding.
So, to answer your question, point 1 rules out China. Russia, maybe? Or the UK?
(By the way, padded bras don't count as breasts.)
Maybe she's planning on building a 'breast milk' pipe line to pump all excess breast milk back to china...
What is the vacuum pump used for? Is it for vacuum cleaners, breasts or penis? Are you starting a vacuum pump business? I have met many fluid extraction technicians in China.

It is used for refrigeration,air-conditioning repairing.I have my on line shop for selling vacuum pumps.also I help selling vacuum pumps for my company I am working for.They ask me to select a trade show in western countries,I would liek to kown which country would be good for going to take part of the show.

haha,I made a mistake,they didn't sell elevator,they sell electric machine,but their products didnt sell well,they asked me to bring the vacuum pump suppliers to the company and they started pump business now.But the funny thing is I think I am not happy with the salary now.

Frankly, I think Vickie's question was really about penis-enlargement vacuum pumps. The kind that you see on Taobao (ask Royce about that - hehe..). The question was ambiguous in a Vickie sort of way. So, I'm gonna provide a second answer to her original post.
Disregarding all the hype target maps is getting lately, I'd have to say that China is probably a good place to start for "expanding" the penile-enhancement vacuum pump business. Followed by Korea, the Philippines and most southeast Asian countries.

Breast milk pumps are extremely popular in China. Don't ask me how I know... lol. Okay, you convinced me to spill the beans: my wife is friends with a bunch of mothers, and most of them use it. I think.
There are even pumping competitions. Don't get me started...............
Anyway, most mothers breast feed in China. Making a low-cost, high-quality pump would be a lucrative business in any country.

I thought that she was referring to vacuum pumps as a means of birth control, the other kind of a pump. Forgive me.

Vacuum pump is used for refrigeration,air conditioning repairing,car repairying,vacuum forming machine.I am gonna stop working for any companies in the near future and run my own vacuum pump business.Because those Chinese companies I worked for all like to lie to emploee.Why not start my own business if I kown everything better than the Chinese boss?I got suppliers lined up as well.So first of all,I have to change my job to some other job pays good salary for getting enough investment funds for running real business even it might be the job I dont like.

The market you are trying to sell too is a small one in western countries due to the fact we consider it a trade job and not something every bodies Uncle Wang does as part of his street home repair business in China.
you need to make friends with trade supply stores in respective countries . which means surfing the net and phone books to locate the people who sell the product to the public , so your first well written email in your best English will be to the purchasing department of Home Depot in the USA but for the Love of God ask a native speaker to help write a introduction cover letter so you do not sound like the rest of the me speak good Enrish Chinese trying to sell stuff. make the cover letter a generic one so you can use it for other products in the future. 
and if all else fails try selling bikes to westerns
