I am going to be applying for a new job soon, and would be getting a foreign expert certificate. I need a release letter from my last employer.
I am wondering how to determine who my last employer is. The last company I got a z-visa with? In that case, no problem. I have my release letter sitting right here next to me. OR the last company I signed a contract with/ got an invitation letter through?
To explain, I was planning to work for a company that got all the necessary documents for me to work in Shanghai (it would not have been a Foreign Expert Certificate, if that makes any difference.) They sent me to Hong Kong, but with the next day being the beginning of the Easter national holidays. This means I would have had to stay in Hong Kong for 6 days instead of the planned 2, and it just wasn't possible for me at that time. I got a tourist visa instead and came back to Shanghai. I have since left the company, partly owing to ill-will on both sides created by the whole Easter episode. But anyway that's another story.
So, any ideas? Which release letter is needed to apply for the foreign expert certificate? An answer may not be possible, but any ideas on who to contact to find out?

The way you explained it in your question, you never worked for the second company, they sent you to Hong Kong to get the visa, but you did not get it and came back with an "L' one instead.
So, to me it seems that the release letter from the first company is th one you should present. But this is only my opinion, who knows what different officials at different locations may think...........
That's right. I never worked for the second company. But I did sign a contract and get an invitation letter.
It's the last place you had a work visa with.
Tourist visa's have nothing to do with working or getting working visa's in China since it would be "illegal" to work while on such a visa.
