Q: who are the best behaved foreigners in china?
i'm going to go out on a limb and say it is not americans 
and give examples of what you consider bad behavior
japanese, canadian and filipinos, great places to live also except jolo island, montreal and next to a nuclear plant in japan.
Most of the foreigners I met here are well-behaved. My colleagues are from Canada, the UK, the US & Holland. They're all very nice, decent & pleasant people.
There're students from Africa & Middle East here. They always let me get on the school bus first unlike our Chinese colleagues who push & shove everyone.
Chinese students are very respectful & polite, but older Chinese teachers push, smoke, spit & litter.

People from Transylvania are always enchanting. They greet you with open arms.
I'm taking some risks by saying that, but... Japanese people.
The ones I've seen so far were always so polite and discreet, it really left me with a good impression.
I would say Filipinos. The ones I know here rarely drink, never cause trouble and are generally easy going people.
I don't know any Japanese here, but I would wager that the Japanese are very well behaved in China too.
