Isn't it all tiered? Local police - Public Security - City Mayor - Provincial Mayor - Beijing. I'm sure there's a few more on the food chain but that's the general gist. At least that's my guess.

Police station of the city---->Police hall of the province--->Ministry of public security
When there are some terrible local crimes,the mayor will also take part in.
