I find like 5 different agencies relating to the water treatment, water standards, water transportation, water control (dams) and water safety, but I am confused as to who is ultimately responsible for keeping the air and water clean in China on a national level?
HU Jintao Is in charge of everything, however the provincial government must meet the pollution reduction goals or they don't get their spring festival bonuses. So they are kind of on their own as far as how they meet these goals.
A good 30% of the air pollution comes from the many sidewalk venders frying food. How can you control that?

Meaning that officials delegate responsibility downwards until one official or another hit upon a conflict of interest. Then the relevant official decides which lie is the most apt to be believed. In this instance, its easier to lie about the amount of chemicals that a particular steal mill is pumping into the atmosphere than it is to lie about the amount of useable steal that the mill is producing. If the person managing the steal mill has to chose between the meeting his quota on air purity and meeting his quota on production they'll pick their production quota every time.
You must be joking about the street vendors. But who ever is in charge should be identified and executed just like the guy responsible for the milk scandal.
Whoever it is he will never be identified or he will be fired and probably jailed. In another month the air will be filled with coal dust for the next 4 months. Since I arrived in Beijing in 2006 I have yet to see a clean river or lake anywhere in Beijing or Hebei.
