It's because Zheng He's already been there and planted the Chinese flag.
Martians are Zhongguoren. They spit like Chinese, grunt like Chinese, sh1t all over the planet like Chinese would, cheat, lie and act like victims.
The only difference is the Martian's are advanced intellectually and can add 20 + 40 and get 60 without a calculator.

My money would be on NASA. Most folks are not very into knowing about what is going on over at NASA, but if you are a little bit interested and can at least appreciate a little of what it is we are talking about, I mean the true awesomeness of these scientific/technical accomplishments, I encourage you to follow these links:

nasa is the only government operation in america that operates efficiently and within budget, if all government agencies could be run like nasa, the rest of the world would never catch up.
one other agency, the tennessee valley authority was also above reproach, but it's no longer around.
if it can be done, nasa will get it done, but if you go to mars you die there, you cant come back, the gravity strain on your body in returning would tear your body apart before you hit the atmosphere. its a one way trip, not like the movies.
My money would be on NASA, that's assuming there is a race, and that NASA and China are both trying to be in the race, and that it's a fair race with no stealing others technology.
You do realise that there have already been several Mars landings, right? If you mean manned missions then you should also ask if they are succesful or not, look at the Jade rabbit as a reference. From the information I have researched I would say there is a private Dutch company planning on sending people to Mars. The astronauts are still training now but should be ready to start the mission in 2020-2022.
Our 304s scanned the planet extensively, there is no naquadah on Mars, why would you want to go there?
United States of America of China will be there first. But I dont know if it will be a he or a she. Also I dont know if it will be a Chinese American, or an American Chinese.
I hope they know how to survive dust storms, maybe sandstorm training should be first on the list.

15 years is a pretty good run for something only designed to last 90 days, and even then the only reason it's down is dust on the solar panels so it can't recharge its batteries. Shame it's out of commission now I like seeing those cool Mars pics.

Mars Rover really showed we can do it: Robotics sent out into the solar system; orbits & landings. You know they say one of our probes even made it out of our immediate SS. So, we can do it, but like Mace said, who will take a one-way trip to Mars? Tell ya one thing,,,, this ol' boy will pass. Just send me the photos, haha :p
