Why is it that especially in poorer areas that all the business are hair salons?
Is it like a barbershop culture where people hang out there and gossip etc?
Or do people just really like getting their hair cut?

The barber shops are easy to run and the individual hairdressers rent the spots, or pay a high percentage of their cuttings to the owner.
Oh and of course, the Chinese are all about appearance over substance, nothing says that like a "Hair spa"
I don't actually think they sell sex all of them, here in town there is a crazy amount of them and I've never seen any hints to any of the old businesses going on in the back rooms.

A lot of them are fronts for sex shops. They cater to both men but mostly women.

What you thought all those undersexed wives just took it? Nope, they go to the salon and play around with the young guys. Men can't really question their wives if they go to the salon... just like women can't really question their husbands when they go to spas or KTV for "business".
Men sometimes go to the salons to play with the women... or with the young guys too lol.
I think the salons are mostly narcissism and vanity. Beauty is money in the bank in superficial China. It goes hand in hand with all the wedding stores and photo shops. Windowdressing; in istelf indicative of a harmful precedent in Chinese society, but it's not about prostitution in this case.
Sure, some of it is a front for prostitution, but not often. There are faster ways for Pro's to connect with customers than waiting around in a hair salon. Only the unhip, obsolete people don't use Wechat for that kind of thing.

ok, I'll admit i go to a large hair-dresser once every couple of months to have all the airborne **** washed thoroughly out of my hair.
The majority of the clientele are men having their roots done.
