Q: Why are the condoms here so damn small?
Now that is a baited question.
But, economically speaking, like any product, you sell what the market majority demands.

actually there is a valid reason why. you do not want to have a "foreigner" sized condom , because they are still trying to keep the size thing a secret from women. they dont want to encourage women in anyway to have sex with foreigners. although porn is banned it goes doubly so for females. it is socially acceptable for guys to watch porn but women are put down and slandered if they watch porn. women must be kept ignorant of sex
The answer is so stereotypically obvious that I can't answer it. But, just like how an "XL" shirt here is a medium back home....
Another question you could add to that would be "Why do condomns have cute pictures on them?" For real, there are ones with Hello Kitty and other characters on the packaging. In fact, the college I work at had a business fair this weekend, where senior business english majors were required to sell items. There was a girl there who tried to sell those condomns to me. yes I agree even the extra large ones that they sell in the sex shops are small, if you get the free ones from the famliy planning centers they are even smaller.

I do feel you knew the answer when you posted the question, just wanted to hear some opinions. And all have skirted the issue, yet a few suggested the real reason.
To me, and since I am open minded, those "things" are used to be placed on "something". Using an analogy, it is like comparing a "baby" banana with a plantain. while average size locally may be around 4 inches, and pencil thin (similar to a 12 years old Western boy, for Western men the range is much bigger, say 6 to 9 inches commonly. And "girld" (or diameter) is also larger. This is why here condoms fit my big thumb, not my penis.

I must admit this was a bit of a loaded question, and written after a few beers. I hear the stories but after dealing with those tiny local condoms I know they are true now. On my last trip back home I loaded up with a 6 month supply of Trojans!!

Okay, here is a condom story for you all...
Back in WWII the US & Russia were alies vs the Germans. General Patton, who was famous for his distrust and hatred of Russia was ordered to meet with a Russian General and play nice.
During the talk between Patton and the Russian General, Patton asked, "Is there anything that the US can provide our Russian allies?"
The Russian General thought about it for a moment and said, "Condoms. Our men are always running out of them."
Patton replied, "Sure, no problem. How big do they need to be?"
The Russian General said, "18 inches is the average size."
Patton said, "No problem General. I will see to it that you receive them as soon as possible."
18 months later the Russian General received 10,000 18 in condoms. They we all stamped "Texas Medium".

Maybe the small condoms are made so we fell better about being normal. Altho from the womens reaction I doubt this. At first I thought the women were just being nice.

Great joke John. When ever you have a few drinks in you and you want a good laugh, go into Chinese pharmacy and ask loud enough for all to here... "These are all Chinese condoms, where do you keep the condoms for foreigners?" While most of the help will hide themselves away, an older lady (about 10 years older than me) comes up and tells me, "Come with me, I have a boxful at home!"
Shit, I have the same problem with the condoms from my country. Even when I went to Africa I found that the condoms were too small 
Even in America, the condoms are too small for some folks. Magnum XL's aren't even bigger than an average condom (test them), but it's a nice illusion that makes Trojan a lot of money.

Unfortunately, I will have to disagree with you on this one. The magnum's are much bigger. I am being serious when I say that my trying a regular condom is like trying to fit into jeans with a waist size 4" smaller than what you normally wear. With enough struggling you can probably wear them, but they sure as heck won't be comfortable.

The "head" part is bigger. That's IT. I have XL condoms and I can't even put them on without struggling greatly. It hurts like hell, and there's no way I can use them. It's nothing to brag about: every woman, including my wife, that I've been with, has complained that it hurts... can't go too deep, can't go hard and fast, etc.

Then you truly are a Hulk my friend. Because, I at least, find them longer, wider and much simpler to use.

Not so much of a hulk... it's just that...well, the last time I tried a regular condom was at 15. Tried XL's at 28... didn't get to make good use of them.

No woman I've been with has cared about my size. If it were really such a make or break thing, I'd have kept the first or second one. Women want to be loved and treated like a human being... or in the case of the first one... well, she just worshipped money, lol.
If it makes you feel any better, despite my size, I can't even get a woman off with my tool.

Now I'm married and up to now don't have any use for condoms, but without resorting to google I'm pretty sure I read somewhere that the standard condom on sale in the UK will happily fit any male size 4inches to 20 inches.
Now, if you are outside those parameters, you are either gonna be in a zoo or you really don't want to be shouting that stuff here.

It may be true in the UK, or with really flimsy condoms, but it isn't that case in the US at least. It really isn't an issue of bragging, just being honest.
the answer is quiet simple, market demand, they produce with the aim of satisfying their final consumers whom they happen to know very well.
I don't find them small at all; in fact I always have to keep them on with an elastic band. Hmmm.
