Q: why are the offices in Beijing so cold?

At my internship place, the office is really cold. So much so, that I have to wear my coat and scarf inside. The colleagues do complain about it being cold but no one seems to do anything about it. I have actually looked around and cannot see a heater. Why is that?

Money.  Heat has a visible cost.  Wasted labor due to bundling up and trying to keep warm does not.

This is pretty normal anywhere in China. The buildings don't have any insulation, so keeping it heated would require constant heating, which as mentioned above, is expensive.

Scandinavian:

even an insulated building wouldn't keep up with the locals having to have the windows open at all times.

I've had the opposite experience. At least in the summer.  Waaaaaay too hot and no one seems to want to turn on the AC.  Too many times I've turned on the AC only to see someone walk over and turn it off a few minutes later.

 

I've been lucky with cold work places, haven't experienced that at any places yet. Makes sense though due to the cost of heating.

It's like that everywhere. Where I work they actually open the windows with it freezing outside. I wear layers and my jacket and still freeze.
